Fundamental Payroll Certification (FPC) Exam

The FPC Exam is PayrollOrg's computer-based, 150-question, 3-hour four-option multiple-choice certification examination covering U.S. payroll fundamentals across 7 content domains (Content Outline effective September 5, 2026, based on federal law in effect January 1, 2026); it is open to anyone — no payroll experience or membership required — administered by Pearson VUE at test centers or online via OnVUE, offered in North America during twice-yearly Spring/Fall testing windows (year-round internationally and at military locations), scored pass/fail with every question of equal value, and the resulting certification is maintained with 60 recertification credit hours over each three-year period.

Results
Pass or Fail result shown on screen immediately upon completing the exam; shortly after, an email from Pearson VUE gives access to the web-based score report; PayrollOrg is notified of the pass within two weeks, after which the candidate receives certificate-ordering instructions (certificate and lapel pin ordered through the PayrollOrg store, 48 hours after passing)

Where rules vary

One uniform exam built on U.S. federal payroll law ('Exams administered from September 5, 2026 through September 3, 2027, feature questions based on federal laws and regulations in effect as of January 1, 2026') and explicitly not state-specific; delivery footprint is broader than the credential's U.S. focus — the exams are offered twice each calendar year in the United States and Canada, year-round internationally and at military locations, and OnVUE online testing is limited to North America residents.

Eligibility

None — open to all; payroll experience is not required (audience is entry-level payroll professionals and those serving the payroll industry), and PayrollOrg membership is not required to register for or take the exam; process prerequisites: an approved FPC Examination Application and a paid exam authorization before scheduling

Retake policy

The FPC exam may be taken only once within a testing window; a candidate who does not pass must wait until the next testing window to retake it, unless they have obtained additional training through PayrollOrg's Payroll 101: Foundations of Payroll Certificate Program (offered at the Learning Center in Las Vegas, Nevada)
