Badan Pengembangan dan Pembinaan Bahasa is the Indonesian government's Language Development and Fostering Agency (formerly under the Ministry of Education, Culture, Research, and Technology; now under the Ministry of Primary and Secondary Education). Under Government Regulation No. 57/2014 and Minister of Education and Culture Regulation No. 70/2016 on Indonesian Language Proficiency Standards, it develops, owns, and administers the UKBI — the official standard measure of Indonesian language proficiency — as adaptive online testing on its own platform (ukbi.kemendikdasmen.go.id), with provincial Balai Bahasa offices and Indonesian missions (KBRI) abroad as contact points.
